The New York State Department of Taxation and Finance is rolling out a comprehensive, phased reregistration program for all sales tax vendors over four years, concluding on December 31, 2030. As part of this initiative, the state will systematically issue notices of expiration to current Certificate of Authority (COA) holders. To secure a renewed certificate, vendors must pay all “fixed and final” sales tax debts in full — failure to do so risks losing the legal authority to collect sales tax and effectively halting commercial operations in New York State.
The Penalty and Interest Discount Program was added specifically to incentivize delinquent taxpayers to settle debts early. To qualify, taxpayers must strictly adhere to the statutory boundaries defined under Part N of Bill A10009-C. Important exclusions: the program does not apply to liabilities already subject to an active Offer in Compromise, regular voluntary disclosure agreements, or existing judicial settlements.
Because the Tax Commissioner retains full authority over the order in which businesses will be required to reregister, businesses should act protectively rather than waiting for an expiration notice. The final months of 2026 represent the absolute cheapest window available to come into full compliance.
